Sri Lanka proposes nearly Rs. 5 trillion in government spending for 2027

The government has proposed expenditure of nearly Rs. 5 trillion for the 2027 financial year, according to the Appropriation Bill presented to Parliament on 7 October.

The Bill, presented by Labour Minister and Deputy Minister of Finance and Planning Dr Anil Jayantha, provides for total expenditure of Rs. 4.993 trillion.

Of this, Rs. 3.24 trillion has been allocated for recurrent expenditure, while Rs. 1.75 trillion has been earmarked for capital expenditure.

The Ministry of Finance, Planning and Economic Development has received the largest allocation, at Rs. 856.85 billion.

The Ministry of Public Administration, Provincial Councils and Local Government has been allocated Rs. 651 billion, while Rs. 590.5 billion has been set aside for the Ministry of Health and Mass Media.

The Ministry of Transport, Highways and Urban Development has been allocated Rs. 500 billion, followed by the Ministry of Defence with Rs. 458 billion.

The Ministry of Education, Higher Education and Vocational Education has been allocated Rs. 328 billion, bringing the combined allocation for health and education to Rs. 918.5 billion.

The Ministry of Public Security and Parliamentary Affairs has been allocated Rs. 230.5 billion, while Rs. 218 billion has been set aside for the Ministry of Agriculture, Livestock, Land and Irrigation.

The Ministry of Housing, Construction and Water Supply has been allocated Rs. 82.3 billion, while the Ministry of Rural Development, Social Security and Community Empowerment is to receive Rs. 79.8 billion.

The Ministry of Energy has been allocated Rs. 30.2 billion, while the Ministry of Digital Economy has been allocated Rs. 26 billion.

President Anura Kumara Dissanayake, who is also the Minister of Finance, is scheduled to deliver the Budget Speech on 12 November.

The Second Reading debate is scheduled to take place from 13 to 20 November, followed by the Committee Stage debate from 21 November to 14 December.

The vote on the Third Reading of the Budget is scheduled for 6 p.m. on 14 December.
